For the testing, you can either do it at the bottom of the barn for mass testing or in the horses control panel for individual.
Genetic testing costs 100hbs per horse and gives Colour.
Performance inspection tells you whether your horse is consistent or not and gives it's pt score, and rough indication of how long the horse will train for. This costs 500hbs per horse.
Finally breeding advice compares your horse to both its sire and dam. If it is lesser in quality then it will be altered.

Tattoo creation is only available to upgraded members, both basic and premium is believe. To access this page you have to find it in the stable management/home tab.

You won't be able to paper your horses unless you get an upgrade.
