If you are looking for good quality foundation horses for your herd, the Foundation Rescue (automated program, owner id #13) looks through all the foundation horses that have been sold back to the game/sold to kill buyer at the public auction, saves all the ones that have perfect foundation breeding ability, and resells them for 2750 hbs each. Most of the horses that are in the foundation rescue will be plain colors but you can usually find a couple of nicely patterned ones.
