How do PT scores work? Is a higher number better?

Yes, but it kind of goes by generation. The highest a normally created horse can get is 9.9 (there are exceptions with special horses from Ammit, that can go up to 10.4). So far the highest PT scores in the game are just over 13, and those are in 4th/5th/6th generation horses.
PT is the number of 'training' points a horse adds to his 'training' score everytime you train him (once a week), so it is better to add 11.5 once a week, than 8.2. However, it does NOT do anything when it comes to a horses 'breedability'. We use the average of a sire or dams foals PT scores (Average Foal Performance Test score = AFPT) as a guide to whether or not they can produce good show horses ON AVERAGE, but PT tells you only how well that one, individual horse will show. Lots of people have horses with really low PT scores that are great breeding horses. Their babies are regularly better at showing (have better PT scores) and breeding (they pass the breeding advice tests) than they are/were. (That does NOT mean that a low PT score is an indication of a good breeding horse. They COULD suck at BOTH! :o )

Keep in mind that a horse doesn't need to have a really high PT score to be a good show horse. There's a significant amount of luck involved with showing, and a horse doesn't need to make it to 8W in order to make you a lot of money. The top 25 horses with the all time highest points (restricted to under age 18 to eliminate the lucky ones that live a long time) all have PT scores between 10 and 10.7

In comparison, I have a 17 year old spayed mare with a 12.3 PT and she only has about half the all time points as these horses, even though her PT is a lot higher. A foal with a 10 PT could end up earning you more money than a foal with a 12 PT, because luck is involved with showing as well as ability. -
