I've been looking and looking and can't find the post that answers this. White 1 bred with white 1 is always lethal?

What you're getting into is kit lethality.
KitW is a rather risky gene to breed with. The two genes that are considered "Safe", tobiano and roan, it has a low risk factor with. That means that is the foal has extensive WF, the foal would be dead.
KitW with KitW is a very risky cross. This means that the foal has to have the lowest WF possible to not be dead.
WF is slightly inherited, but there are also other genes that increase the WF. Genes like splash and frame do, however it has been stated that the appy gene does not affect the WF in any way possible.

I also just did a quick search of hom W1 horses. As you can see, the highest WF is Minimal, while quite a few are None. This is because if the WF is any higher, the foal would be overloaded with white and die.

Burnt Peace has a minimal WF with no genes to add to the white, which is a good start.
Dollys Cherry: I would call that cross rather safe. Both have minimal WF, so even if the foal DOES get both W1 and tobiano, the WF would be rather low. Adding in the frame would increase it a bit, but I don't think by too much.
Toasty N Sweet: W1, as discussed, is a risky gene. This horse does have a WF of none though, so if I was aiming for a hom W1 foal, I'd try this cross.
Opposition to Love: Hm...W20 I'm pretty sure if one of the ones that cause an increase in white, which is why she's so white. In saying that, both horses would have a WF of minimal. Like I said before with Toasty, If I was aiming for a hom W1 foal I'd try this cross, but I'd hold my breath even more so than the second cross.
Also remember that sometimes you'd get bad luck and wind up with a foal with a slightly higher WF than both parents. What may give you a dead foal one season could produce a live one the next.Producer of Volcanic Glass Drafts. Lapisobsidianus.
