Okay so, you can have 3 “accounts” per rules say so. Does that mean 3 per server or 3 total between both servers?

It's 3 FREE accounts. You can have as many upgraded accounts as you like.
And it is per server.

As many Premium upgraded accounts as you want, I believe.
