Mare papering

If a mare has more than 3 foals what foals count toward her papering?

As far as I know, they all do, though I could be wrong. I don't believe I've ever seen a definitive answer. I do remember that back in the old days, before eras and the breeders clubs were started, there was a leaderboard for top stallions accessible from the search page. It had the 250 top stallions on it. I remember Ammit saying that only the top 25 (I believe that was the number that had to be on the ground before a stud qualified) foals were counted, the others were not considered in computing the placement of the stallions.De gustibus non disputandum. I think Sandy is correct. I know their papering can go up or down depending on new foals though. I had a mare do that.
