What does a fuel to the fire tattoo mean?

It means that horse is from the Rank Special herd helper Fuel To The Fire. There are about 30 different rank special herd helpers. All give perfect foundation horses (best at breeding and showing that a foundation horse can be) and each different rank special has specific genes associated with it to give you specific colors and/or patterns. So Fuel To The Fire will always be a dark red based horse with White 2 and Sabino 1.
Lots of us have favorite rank specials, so we may buy up extras of our favorites and use them as bases for whole lines of horses. Because Rank Specials always have the tattoo of what their pattern name is, you can search for them in the tattoo slot on the Horse Search. -

If I had known about these, I would not have removed them from a few of my horses. I simply thought that they were a tattoo put on by a previous owner.

There are also plain (solid) star tattoos for herd helpers.
I will note an exception to what Cheers said; many folks GMT the rank specials for various reasons, so Fuel to the fire will always START OUT as dark red with W2 and Sab1.
