I don't know the answers to your first two questions, but I think I can answer the third. Any tattoos that you had put on horses while the upgrade was in effect would stay on the horses, I'm pretty sure, but you would not be able to add the tattoos to new horses or, I expect, to remove them from horses. You would not be able to edit the tattoos either. However, all the tattoos would be stored in your account and would be available if you were able to purchase another upgrade. I know that if you purchase straws or eggs when you can't use them, they are stored in your account until such time as you purchase an upgrade that allows their use, so I'm pretty sure it would be the same for tattoos.
