How to tell if your horse is a perfect foundation

Is there any way to tell besides having a horse created using the PF HH or buying from the the Foundation Rescue if your foundation is a PF?
I know that PFs always have a PT score of 9.9, but is it safe to assume that if a create from any other HH has a PT score of 9.9 it's also a PF? I noticed a few horses in the Foundation Rescue were not PF HHs, but of course had a 9.9 PT score and were (assuming by the fact they were in the Foundation rescue, anyway) perfect foundations. -
If the horse has a PT score of 9.9 or better I would assume they are at least as good as a PF. I'm new, though. I have been breeding my PF creates and they don't always throw foals better than, or even as good as, themselves.

There really isn't any way to be positive that a horse is a perfect foundation except if it has the tattoo or is found in Foundation Rescue.
It it's PT score is 9.9 and it is consistent, it will probably be the equal of a perfect foundation for showing. However, if it papers C or yellow, there is no way of telling if it has 100% breeding ability, which is 1/3 of the qualifications for a perfect foundation. It has to be all three--100% breeding ability, 100% showing ability, perfectly consistent.
In truth, I'm not sure that it is only horses that are 100% showing ability that paper 9.9.

I have this horse from a Great Show Horse HH. Failed testing, so I know she's not a good breeder, but a pt of 9.9 and consistent. A horses Pt doesn't relate to its breedability. You can only tell if a horse is a PF if it has the tattoo, or comes from the Foundation Rescue.

If you're looking at a random foundation for sale/breeding and you want to know if it's a perfect foundation, look at the horse's sales record under the records tab. If it was ever in the foundation rescue, you will see "Foundation Rescue sold to (Player Name) for 2750 hb's on (Date). I do this when I see another player claiming that X horse is a perfect foundation but it doesn't have a tattoo to verify that. Otherwise, the only way to tell is to look at the tattoos. Remember that Top Notch Producer also has perfect foundation breeding ability and many of the horses from Rank Special herd helpers are perfect or exceptional foundations.
